I think resources, like labor for instance, thrive in the market place, and natural resources like those stated above, can, in theory, work the best in a free society.

I don’t think we disagree that there would have to be some government regulation, but I would much rather seen it done locally, through the court systems and enforcing property rights, than a large, expensive, inefficient federal law.

As for the Tragedy of the Commons, it would be best handled as a property issue between the land owners. Not all natural resources, cattle, environmental differences, etc… can be accounted for in a federal law. Deal with each problem as it arises.

this is exactly what I noticed too..I would expect his answer to have more of an explanation since it is not a black and white subject/answer.
